The quote would be "Satan sees women as half <b>of</b> his soldiers." to mean it the way you're thinking based on your comment.

Actually I would read it as “a woman is half human and half Satan’s soldier” or starts out as already being halfway to hell. "However the Sheikh later clarified his comments, telling the newspaper he only meant to refer to prostitutes as meat, and not any scantily clad woman without a hijab." So if you put a rental sign on the meat and someone steals it ... no, wait, I'm still confused by the mysterious person who put the meat out in the first place. It's not the woman, because she's the meat and you can't really be both the actor and the object. It's not the rapist, because he's an innocent kitty. Are we down to blaming God for the meat's being out there? Terrible thing for a religious leader to say. I heart his “clarification.”
