		<description>I wish I could say this surprised me, but it doesn&#039;t.  I used to live in Memphis.  The crime rate there is appalling.  Not just hate crimes, but all crimes.  I vividly remember the string of kidnappings on campus when I went to school there.  I&#039;d be curious how the statistics stack up proportionally off hate crimes versus other crimes compared to other large cities.  Memphis has a lot of issues with poverty and despair, caused in large part by flight of rich (white) folks to the suburbs, resulting in infrastructure issues at every level within the city itself since their tax dollars go elsewhere.  Meanwhile their ability to commute means they soak up all the higher paying jobs then spend their salaries in the county or in Mississippi, leaching money away from the city.

Anyway, I&#039;ll stop before this becomes a sociology paper, but yeah.  Sad.</description>
